Siguiendo la Directiva 2012\/27\/UE del Parlamento Europeo, relativa a la eficiencia energ\u00e9tica, el Ejecutivo est\u00e1 preparando un Real Decreto por el que obligar\u00e1, a partir del 1 de enero de 2017, \u00a0a los 1,7 millones de hogares espa\u00f1oles que poseen instalaciones centrales de calefacci\u00f3n a\u00a0<strong>poner contadores individuales.<\/strong><\/p>\n<p>En Espa\u00f1a, seg\u00fan el a\u00f1o de construcci\u00f3n, se realizaban dos tipos de sistemas de distribuci\u00f3n del calor en los bloques de viviendas con calefacci\u00f3n central: por <strong>columna<\/strong> (es decir el radiador del dormitorio del 1\u00baA comparte la entrada con el del dormitorio del 2\u00baA) o en <strong>anillo<\/strong> (circuito que entra y sale por el mismo sitio y que recorre toda la vivienda).<\/p>\n<p>Cuando se tenga un sistema en anillo se podr\u00e1n colocar los contadores individuales, pero cuando la instalaci\u00f3n sea por columnas y el uso de contadores de consumo individual \u201cno sea t\u00e9cnicamente viable\u201d se utilizar\u00e1n repartidores de costes de calefacci\u00f3n para medir el calor en cada radiador.<\/p>\n<p>Los expertos calculan que hay 1,1 millones de hogares en Espa\u00f1a que tienen calefacci\u00f3n central por columnas. La normativa les obligar\u00e1 a todos ellos a poner en sus viviendas tantos dispositivos de medici\u00f3n como radiadores tengan.<\/p>\n<p>Pero, \u00bfcu\u00e1nto cuestan los dispositivos? Pues<strong>\u00a0de 20 a 25 euros cada uno m\u00e1s el coste del servicio de conteo<\/strong>\u00a0(unos 4 euros anuales por radiador). Otra opci\u00f3n es alquilar los dispositivos a una empresa especializada por unos 7 euros al a\u00f1o por cada radiador. Lo m\u00e1s habitual es que una vivienda cuente con unos 6 radiadores. La ventaja de alquilar en lugar de comprar es que se evita el desembolso inicial, pero\u00a0<strong>a la larga no es una opci\u00f3n interesante.<\/strong>\u00a0En los 10 a\u00f1os de vida estimada que tiene la\u00a0pila de un repartidor de costes, el alquiler de cada dispositivo habr\u00e1 costado 66 euros frente a unos 25 euros que supone comprarlo.<\/p>\n<p>Las viviendas en Espa\u00f1a que cuentan con una instalaci\u00f3n por anillo son unas 600.000. Estas estar\u00e1n obligadas a colocar un solo contador. El precio de los contadores es mucho m\u00e1s caro, entre 250-300 euros m\u00e1s 35 euros al a\u00f1o del coste del servicio.<\/p>\n<p>La Comunidad de Madrid ser\u00e1 la m\u00e1s afectada por esta medida donde est\u00e1 aproximadamente el 40% del total de las fincas en Espa\u00f1a con calefacci\u00f3n central.<\/p>\n<p>Los expertos insisten en los beneficios de tener contadores individuales y aseguran que el ahorro es del 20%, unos 225\u20ac anuales. \u201cEs cuesti\u00f3n de comportamiento humano. Si sabes y pagas por lo que gastas, no despilfarrar\u00e1s. Si no usas nunca una de las habitaciones de tu casa, cerrar\u00e1s el radiador\u201d<\/p>\n<p>Respecto a las sanciones por no cumplir la normativa, el texto considera que deben ser las CCAA las encargadas de hacer que se efect\u00fae aunque hay un criterio com\u00fan para todas. Y es que si un propietario se niega a adherirse al nuevo sistema,\u00a0<strong>deber\u00e1 pagar como el vecino que m\u00e1s consume.<\/strong><\/p>\n<p>Los estados miembro tienen la obligaci\u00f3n de establecer un r\u00e9gimen de sanciones eficaces, proporcionadas y disuasorias aplicables en caso de incumplimiento de las disposiciones nacionales adoptadas en virtud de los art\u00edculos 9 a 11 (art\u00edculo 13 de la Directiva). Se considera una infracci\u00f3n grave no cumplir con la obligaci\u00f3n de instalar contadores de consumo (de calor, fr\u00edo y\/o agua caliente sanitaria) individuales o soluciones alternativas siempre que sea econ\u00f3mica y\/o t\u00e9cnicamente viable. En Espa\u00f1a, las sanciones ir\u00e1n desde 1.001 a 10.000 euros.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Escrito por<\/em><\/p>\n<p><a
